Summary: This thesis aims to understand the process of modernization of the city of Vitória, considering the asymmetry between urban progress and investments in culture during the research period (1892-1930). Documentary sources such as articles, newspapers, periodicals, and especially the Government Reports of the period were used, as they document the main actions taken by the government and communicated to the population in a lasting manner. The critical analysis of these sources allowed for the reconstruction of Vitória's cultural panorama during the period in question, highlighting the disparities between investments in urban modernization and culture. The choice of the time frame was due to the fact that the period encompasses the First Republic in Brazil, a time when various political, economic, and social transformations were implemented in Vitória. By choosing 1892 as the starting year of the analysis, we considered the assumption of the first governor of the republican period in Espírito Santo, and by delimiting 1930 as the final year, we marked the end of the First Republic. We sought to conduct a reading of the national scenario in a way that considers all the major structural changes that occurred in the country, which directly impacted the consolidation of the republican period, namely: the abolition of slavery in 1888, which redefined social relations, while the rise of coffee as the main export product boosted economic and urban growth. In this context, cities like Vitória experienced an accelerated modernization process, with investments in infrastructure, transportation, and public services. The entire path taken during the research directed us to the fundamental issue present in the work: the assessment of the asymmetry between the modernization process that took place in Vitória within its proportions, and the lack of public policies and investment in the cultural sector to democratize and enable access to culture for the entire population.
