Summary: This work investigates the formation of political discourses in the construction and consolidation of immigrant policies between 1888 and 1889 in the Jornal do Commercio. In order to accomplish this, we analyze the forms and means by which topics related to immigration appeared and were debated in the newspaper's periodicals, as well as any clash of proposals that it might reveal. Through linguistic contextualism inspired by Skinner, we seek to understand how concepts were employed in the war of words and ideas regarding the constant migratory flows that would begin to arrive in the country in the late 19th century, along with all the subsequent events that would follow. Evaluating the period between the downfall of the slave system and the rise of the republican regime, we aim to comprehend the responses and expectations surrounding the encouragement and promotion of immigration in Brazil. Additionally, we observe the conflicts of interest among groups and associations regarding the so-called "ideal immigrants.
